I need a few more clues..

I like the repetition and sounds of the poem, but the phrases that are repeated are kind of empty. They don't really help me understand the warning that the poem wants to deliver. You know what I mean? It sounds urgent. It sounds lovely at the same time. But, I can't define what "it" is.
