Quinn picked up her limp body, cradling it to his chest protectively. He carried her up to his bed, laying her down and tucking her in beneath the covers. "Everything will be alright," he whispered to her sleeping form. "When you wake up, I'll explain everything."
Quinn laid down beside the sleeping girl, gently pulling her into his chest. He tucked her head into the crook of his arm and concentrated on sending her pleasant and peaceful dreams.

The council couldn't have sent both of the after the same target, so I suspect that, kind or not, both are seeking recruits for their side, and with the violent way that Quinn went about awakening his charge, I'm leaning towards him being part of the opposition.
