In 1945 The USA and the USSR agreed that the United Nations was to be a place where the governments of the world could shout themselves hoarse, and the half dozen most powerful nations would control the Security Council and decide what happens. Think of the United Nations as being like the House of Representatives on a larger scale. Ok, the problem disappears doesn't it?
