The ruffled azure dress you wear tonight
tempts my eyes and hands as moth to flame.
Running my palms along your lithe figure
I feel each seam slip past my fingers
like a railway car running over points,
or a cyclist crossing streetcar tracks.
Hands changing direction, each little skirt
rises, then falls, renewing modesty.

each little skirt

You are certainly correct that each is a ruffle, not a skirt, but a ruffle is a little like a short skirt, so it's a more poetic image in my mind and it is also only one syllable to make the metre work.
