Click hereA Congress can be used to heal the minds of fellow empaths who have suffered great mental trauma, to open closed minds to other options, and of course just for the intimate mental union that empaths enjoy.
Crush, TheA Congress of immature empaths is called a 'Crush' and is usually formed of teenage members of Hollander's World who have yet to fully develop their powers. A Crush is usually directed by one mature empath and is used to help develop empathic abilities in youthful empaths. Members will inevitably congregate in Crushes of like empathic ability. Usually, the stronger the ability, the more mature the empath is, though some teens of immense raw power have been identified in a more youthful Crush.
Because the teens are in their exploratory phase both emphatically and physically, a Crush can devolve into a sexually intense experience for the members. It is the mind of the mature empath that ensures the members of the Crush are not hurt during these experiences. It is for this reason that the people of Hollander's World are known for their sexual openness. In reality, however, this openness is generally evident only within the ranks of empaths recognized by the Council of Empaths.
Grand Congress, TheA Grand Congress is an unusually large Congress. A Grand Congress can be formed whenever a situation determines it's requirement. It may consist of fifty or more members and can easily reach upwards of one hundred members.
The Grand Congress is led by more experienced empaths and is called only when needed. The power of a Grand Congress can be used to great effect in calming conflicts, reducing general anxiety during natural disasters, and other planetary level situations.
Grand Congress of EmpathsThe Council of Empaths (governing body of empaths) usually calls a Grand Congress of Empaths at least once every five years. The Grand Congress of Empaths can easily exceed five hundred members.
Though it may not have the same members in the periphery, dependant on who is available, the core of the Grand Congress of Empaths normally remains stable between each session with only one or two members of the core changing between a Grand Congress of Empaths. These core members are referred to as Councillors.
The purpose of the Grand Congress of Empaths is simply to review the rules by which empaths live, to judge those who have broken the rules of empaths and to set punishments of those who have seriously infringed upon said rules, to recognize and admit new members into the Council of Empaths, to recognize and admit new members into the core of the governing body, and other mundane aspects of the day-to-day life of empaths.
Because the size of the Grand Congress of Empaths is so difficult to control, it is rarely used for other purposes.
Council of Empaths, TheThis is the governing body of the empaths of Hollander's World, and includes all the empaths of Hollander's World who have reached their potential at whatever level, though usually empaths of 'average' ability or higher are invited to full membership in the Council.
There are three levels of membership in the Council of Empaths: the first is the Ordinary Member of the Council, those who display some empathic ability and thus must come under the authority of the Council in order to protect them and non-empaths. They will not usually be invited to attend a Crush unless they rate a two in at least one of the three basic empathic criteria (Raw power, Reading, Influence).
The second is the Full Member of the Council, an empath with at least average or higher power who has been invited to enter a Crush or a Congress in order to develop their powers to the maximum available and who thus are able to use their powers to affect others. An empath is usually invited to join a Crush if they have rated a minimum of two in two of the three basic criteria.
The Third are those who are given the name Grand Master Empath. These are powerful empaths who lack the experience or maturity to enter the Core of the Council which consists of the most powerful, the most mature, and the most experienced empaths on Hollander's World. The Grand Masters tend to be used as instructors for other empaths still in training and will rate a six in the three basic criteria.
The rules established by the Council of Empaths govern the empaths of Hollander's World and dictates what they can and cannot do, setting the standards for all empaths to follow. All members of the Council of Empaths, regardless of their level, are permitted a vote in the rules and regulations that control the membership of the Council of Empaths.
The Council of Empaths tends to direct its members toward a life of service to the people of Hollander's World (and other worlds) in one manner or another (the medical trades being an excellent example). When a new member is recognized by the Council of Empaths, regardless of their level of ability, they are given a unique Council Number and the suffix 'YA' for females and 'YEA' for males can be added to their names. This formally identifies them as empaths.
Members are rated out of ten in five main criteria; 1) their raw power, 2) their ability to read others, 3) their ability to use their power to influence (help) others, 4) their experience, and 5) their maturity. The first three criteria, without experience and maturity, are referred to as the Basic Profile. Maturity is not just a factor of age, but also of the member's ability to control their powers, though usually the older and more experienced an empath is, the more control they have over their power.
Strong empaths will rate a six or above in at least two of the five criteria. An empath that rates high in two or more criteria can be conscripted into the Core of the Council, usually as a Grand Master, though normally not until their Maturity index reaches a level six.
CouncillorA member of the core of the Council of Empaths who direct the organization. They are conscripted from the most powerful empaths on Hollander's World and tend to rate at a six or higher in all empathic fields. Fortunately for the people of Hollander's World, those who have reached this level of power and maturity necessary to be conscripted into the inner circle of the Council, generally tend to be benevolent in nature, a life of servitude in some form or another directing their psyche in this manner. The core members are referred to as Councillors. At the time of this story, there are perhaps 345 Councillors around Hollander's World.
Grand Master EmpathKnown as simply Grand Master(s), the Grand Master Empath (GME) is a powerful member of the Council of Empaths but not at the level of Councillors, either because they lack experience or maturity or are still developing in their control of power. They tend to rate six or higher in each of their levels except in experience or maturity. They tend to be instructors to other empaths which is why they are given the title of Grand Master. They normally take on the duties of guiding a Crush of new empaths, normally one GME to each Crush. There are some 1,400 GME's around the globe.
Marten Web, TheAlso known as the Marten Disruptor Web, this is a cap made of fine metal wire filaments worn by non-empaths, that are fed a small trickle of power which disrupts an empath's abilities to read the emotions or influence the emotions of those who are wearing them.
Usually, non-empathic senior members of the police, the military and some politicians wear them. Occasionally the are worn by senior businesspeople. Empaths do not require the web as they can block other empaths from reading their emotions. Most empaths, however, revel in the sensation of being in a group of empaths, so blocking other empaths is not something they normally do, except for business purposes. Norane Nebula - anomaly nebula between Liramor system and the Karen system slightly larger than 35ly across. Jump points can't form inside the nebula, ergo, if a ship cannot jump completely through the nebula, they would be trapped there unless they found a 'dead' space in the nebula where an active jump point could be created. No ship before the Princess Class ships had bounds large enough to jump through the nebula, ergo, almost all ships had to go around the nebula making for a journey of several days between the Liramor system and the Karen system.
