The closing part of your piece seemed to ask somewhat survey questions, even though you didn't specifically ask a survey, they were more rhetorical. In the spirit of that, here's my answer. The summer after hs graduation, I had sex with a specific girl. My paternal grandfather had a half sister. She had a daughter my age. She had gone to school with me a couple years then moved away. Incest is an indoor sport the entire family can play. While never indulging is it, I have had fantasies of it with some in laws.
If increased risk of birth defects is the reason for some couplings being illegal then, since the risks are about the same, why is it not illegal for women over 35 to have children?

The probability is much higher for siblings or parent/offspring matches. First cousins from groups that have a history of intermarriage or came from restricted gene pools have probabilities of birth defects for their offspring similar to that for offspring from siblings and parent-child matches.
