Sorry but to answer the question in the title yes it is cheating. My question to you is are they married you don't seem to say so only that he is her man which doesn't really say yes or no again sorry but the other question to you is why is she still in a relationship of any kind with someone she has no respect for and seems to not love any more why not let her go out and get laid by the person on phone line!
Sometimes a relationship is dead physically and sometimes one partner just needs the extra charge that comes with doing something taboo. Yes, it is cheating, but those who cast stones should be careful of their own windows.
