point of clarification:
a teddy is a one piece garment - there are no separate panties, there is a crotch (usually with snaps) as an integral part of the garment
I believe you are referring to either a camisole (short and loose, usually only cums to the waist), a chemise (same sort of thing but longer, the hem hangs lower than "C level" when standing) or possibly a basque (more constructed and supportive of the breasts, usually ends above C level and often has garter straps attached to the bottom - often referred to as a "merrywidow" or corset).
