Trouble brewing...
Ol' Rog will actually NEED the English colonists that he fears. The English and Spanish were bitter enemies at this time; the
English were NOW Church of England, and the Spanish still Catholic. Why the Spanish didn't shoot him as soon as he showed his face in St. Augustine is a puzzler. Yes, I know this is fiction, but hate is hate. On the other hand, I LIKE IT !!!! More, please.
One Possible Solution. . .
Maybe Roger and Ruth need to create clones of themselves. Start training people to be teachers - and leaders. Maybe Roger needs to start an officer candidate school; and Ruth maybe needs to replicate her own teacher's curriculum to begin producing more teachers.
If Roger can find a way to harness the talent and intellects of the resources he surely already has, he may - with some false starts - find solutions to his very real problems.

Geography does not work
A small group of people walking from Alabama to Pennsylvania is not believable. It it around 700 miles. I know this is SciFi but this journey requires me to suspend believability.
Good world building allows you to break some rules like time travel. But once you have broken the rules, you have to make the rest work in the world as we know it. You can't change the rules every time it is convenient.

ROFL! Oh fuck...what do you think people did on the Oregon Trail or Lewis and Clark's Expedition or any travel before automobiles? You clearly haven't heard of the origins of the Creole in Louisiana---they were the Acadians who WALKED from Nova Scotia (Canada) after being forced out by the English!
Now...if you are protesting the walking of 700 miles in an unreasonable amount of time for the given setting...okay. But better be clear on that. People walk all over the world, all the time. 700 miles is nothing when you've got time and motivation.

What about concrete? That is something they should easily be able to manufacture at this point in time and it would greatly augment their basic infrastructure do where is it?
a trip to NW Pennsylvania unlikely?
How about a trip with animal powdered carts and foot traffic for Another 300 or so miles from Missouri to Santa Fe? Ever heard of the Santa Fe Trail? And the Tennessee River provides raft or barge traffic for about a 3rd of the way. Very doable for a high priority commodity.
