Who cares what people make up about other people -
HOWEVER - our hero DID think he saw something going on that wasn't - more than once - he SHOULD have known her better than that and not let his emotions betray his trust in her (they pronouns were correct). She never did betray her morals even though he accepted that she had.
You've taken an overused scenario (best friends failing in love) and done a good job with it. Your usual trademarks are there: business colleagues, dogs and long speeches. (No airplanes or military references) I think this story would be better if it was expanded. I do like the fact that your characters usually state their expectations up front with the other party. This hopefully lessens any misunderstandings that can arise in any relationship.
