As for anyone else who dreams of being licensed to privateer. Put down that bottle of rum and pipe down on the yohohoing. I know, I know, I'm a horrible punster, sorry about that but it is an addiction.
A Letter of Marque and Reprisal, as described in the older versions of the Constitution of these United States of America, had very definite limitations and strict legal regulations. You may not attack your own side, an Ally by Treaty or an acknowledged Neutral flag. The enemy you are permitted to fight and capture has to be an Enemy flag as per a Declaration of War by the United States Congress.
