So this society is completely wacked

If she had completed her sentence why was she still reporting? And under what crazy rules would a man need to be whipped to get married? And who is enforcing these rules. An army of women who are the only ones with weapons? Oh - that's right - they have whippy canes! I wonder if the elves in the North Pole have candy canes?
