Due to the number of abbreviations, ship listings, and list of characters, in this story, I include a glossary that is now in a stand-alone chapter called 'All That Glitters: Notes'. Any and all information that you want or need to know about the series is included in Notes. It will be updated frequently simply by re-issuing the chapter to Literotica.

There is little attempt to explain the back story, so it is necessary to read previous chapters to fully understand where we are.

As before, I claim sole responsibility for the story line. This story is a fantasy, with no basis in reality. Any similarity that you may perceive to current events, people, or situations real or imaginary is completely unintended. Look no further than the story line for its intent and purpose.

The Kumaraie's Apartments, Imperial Palace, The Pod-Drran Home World, Twelve Light Years from Liramor-23

The Kumaraie Na-Maj Se-Lam Pod-Raie, lay in contented repose after a glorious bout of sex with her new mate. She languidly reached down to stroke his upper thigh only to find him ready yet again!

After two bouts of heavy sex, most Ro would be out for the count, but this was her Roe, her newly elevated Kumaroe, and he was more than a match for most females. Then again, she was not 'most' females. She was a Raie, the one and only Raie of the Pod-Drran.

She smiled at the thought that he was hers and ready to go yet again. Without being invited, he rolled toward her and took her left upper nipple into his mouth while one of his hands fondled her lower right breast and the other moved further south to caress her now very wet well.

Wet for two reasons, one -- she was definitely horny, two -- he had already spent twice into her.

Thank the Goddess I am not in heat, she thought to herself, I would be pregnant for sure with the amount of seed he puts into me each time!

She smiled at the thought. Did she want a brood with this Roe? She already had three broods, all with the newly deposed Roe, who had turned out to be such a disappointment to her, though the resulting broods had been remarkably better than their sire.

The former Kumaroe had used her isolation, her rakhan, to place his supporters on the various palace committees ready for a very public coup when she returned from her rakhan, a coup that had only been thwarted by the timely intervention of the Atohan and the Chlaerge.

She gasped at what her Roe's fingers were doing to her and lost all thoughts of past mistakes as she surrendered herself once again to pleasure.

Interspecies Embassy, Liramor-23, Piscium System, 106 Light Years from Terra

Charles Demoiné had just returned from his latest venture to the community of Sentient Species, where he had met the last four member species of the community. He had brought back representatives of these to the embassy at Liramor-23.

Ambs. Michelle Halten, a senior ambassador and responsible for the Interspecies Embassy, with Fiona present, was meeting with the first of these, Ambassador Hri'llill'aatu'eeyea of the Hwill'illiti'hallat a sentient species that was humanoid in appearance but with burnt-orange skin due to the light given off by their sun.

The pair stood in the Interspecies Embassy's main conference room waiting for the luminary to arrive. They did not have to wait long as Charles came into the room with the appointed ambassador.

"Good-day, Ambassador Michelle Halten, Director Fiona Marsh," Charles greeted the pair. "I have the pleasure of presenting Hri'llill'aatu'eeyea, the Ambassador at Large for the Hwill'illiti'hallat," he said, speaking through the translator matrix as he presented the luminary to his superior.

"It is a great pleasure to make your acquaintance Ambs. Hri'llill'aatu'eeyea," Michelle replied, extending a hand to the sentient.

"Thank-you, Ambs. Halten," he replied. "My people were certainly intrigued when we discovered that not only one, but two new species had been introduced to the Greater Community, and that you have proposed that your Interspecies Embassy be the pivotal point of contact between all of our peoples and the Union. That alone would help interspecies negotiations going into the future," the ambassador said.

"Why is that, Mr. Ambassador?" Fiona asked. "Certainly, your peoples would understand that a central location is preferable to what you have now?"

"Yes, we do, Ms. Marsh. However, we could never agree to where such an installation should be situated, all of the other species wanting to have such in their own spheres of control for obvious reasons and, quite frankly, the Djinaëte simply do not care where they are when they conduct business, they simply move to where they are needed in the moment.

"Your being where you are and having such an embassy dedicated to the Greater Community already in place, has saved us from interminable bickering," the ambassador replied with a smile that was very similar to a human smile.

"We are happy that we can provide a service, Mr. Ambassador," Michelle said, returning the smile.

"Ah, Ambassador Halten, you provide much more than just a service. Your options for trade goods have certainly caught our eyes, especially the option of your ships. I was absolutely amazed by the size of Laureli," he answered, referring to the new Princess Class ship that was now supporting the embassy.

"Yes, I am happy to have the UCDS Laureli and Capt. Ulises Hyatt as part of this Embassy," Michelle indicated.

"So, I was ordered to come here for two reasons, the first is to have our embassy accredited with the Union, and the second was to be part of the upcoming Communications Symposium," Ambs. Hri'llill'aatu'eeyea explained. "Do we know when the symposium will start?"

"As soon as we have all the ambassadors and their experts in location, we will start." Michelle stated. "Not all of the ambassadors are capable of making the judgments on the electromagnetic spectrum they may require, so will need to bring in a specialist for this purpose.

"We will assist as much as we can with the necessary transport, however, over the next few weeks there will be a severe strain on the requirements for the Laureli. I hope that you have brought your specialist with you?"

"We have," Ambs. Hri'llill'aatu'eeyea replied. "We were informed by Ambs. Demoiné of the requirement."

"Then, all that we require to do is to start the process of accreditation for your embassy. This could take a few months, but you are not the only new species that is receiving accreditation," Michelle informed him. "We are attempting to do all of the members of the Interspecies Embassy at the same time, which should make things much easier for you.

"Are only concern is whether we will be allowed to have an embassy on your home world and if so, how many members will be permitted. The issue there is if the planetary environment is healthy for humans," Michelle ended.

"I understand," Hri'llill'aatu'eeyea replied. "I think that your species would not do well on our home world because of the spectrum of light that our sun puts out, which is unique in the Interspecies Community. However, we do have a station in orbit where we could put an embassy if required.

"I believe, though, that this facility covers all of our needs, so I would recommend that you use an Ambassador at Large for contact with my home world and yourself as the Union Ambassador on this facility," Hri'llill'aatu'eeyea stated.

"That is acceptable for our needs, so long as we will have access for our Ambassador at Large in the event that we need to intervene in human issues in your area of space," Michelle agreed. "By the way, your name is very long, do you have a shorter version that would be acceptable for you?"

"Yes," he laughed, "you may call me Hri. All of the other ambassadors do."

Michelle smiled. "If you will follow me, sir, I will show you to the offices that will become your embassy here on the platform."

She turned and took him to what would become the Hwill'illiti'hallat embassy.

Over the next two days, Michelle and Fiona would repeat this process with the Ambs. Tricana of the Feeyan, Ambs. Lradé the Grotté, and Ambs. Sisset of the Umick.

Conference Room One A, Alternate Control, Whiskey deck, Liramor-23, Piscium System

The Interspecies Communications Symposium was being held in the secondary Conference Room One A, at the Alternate Control on Whiskey Deck, a week after the introduction of the last four intelligent species to Liramor-23. The staff had included several large conference tables in the room to ensure that everyone could be accommodated.

Ambs. Michelle Halten welcomed all of the ambassadors, their technical representatives, and other attendees, then introduced Dr. Aruna Ohiraha to start things off.

"Good morning to all of you," Ohi began. "Most of you know me by now, so I won't say anymore about me. On the table beside me is one of the new mini-antenna for the new ICS system. These antenna can be placed in any ship, even those as small as the UDCS Laureli.

"The demonstrator of this new antenna and control unit were first placed on The Valour, a ship as small as the Laureli, as Dr. Camdu of the Byandi can confirm."

She paused to let Dr. Camdu admit that he was part of the initial trials for the new miniature system and yes, it was placed on the Valour and had worked correctly.

"Why was Dr. Camdu in the test and not an Asocan or Djinaëte scientist?" someone asked.

"Size," Ohi stated. "The decks of our small ships are only two and a half meters tall, the same height as most standing Asocans or Djinaëte Attendants, Drones, and Sisters. They would not have been comfortable on the Valour. Besides, I was happy with the data provided by Dr. Camdu."

She looked around for any other issued, but most were nodding their heads in agreement.

"To continue, now that we know we can use these antennae on ships this small, we force a dilemma on our peoples as there are at least 14,000 known ships of this size or larger in human space. If you include planets, planetary stations, and isolated platforms, such as Liramor-23, you will add another 2,000 potential units or potentially 16,000 units for humans alone.

"That is significant as this does not include the expected demand for ships from the Greater Sentient Community. This is the reason for this symposium. We need to find a way to delegate significant portions of the frequency spectrum between the Sentient Community otherwise we will only end up interfering with each other's broadcasts.

"I would like to make three points before the symposium begins. Point one, three of the sentient species use a much higher range of the frequency spectrum than the other nine. As such, I would give them full control over their use of these frequencies and allow them to allocate between the three of them for their use with the exception of the main interplanetary comms feed, which needs to be capable of contacting all participants, and to admonish them to set aside enough of their spectrum for future species.

"Point two, there should only be two units broadcasting from any planet, the common channel, which would include all commercial use of computer, video, entertainment nets, and commercial business nets; and the planet's governmental channel, which would be used for official uses such as the Military, interspecies communications, emergency communications, interplanetary police communications, and diplomatic communications. Among humans, these particular communications tend to be encrypted with the exception of the emergency channel which, by definition, must be available to all in an emergency.

"The third point is that, other then the main common comms frequencies for interspecies communications, most of our planets deal with our own commercial comms networks. Thus, if we allocate portions of the frequency bands to each of the species, and keep say three specific frequencies for interspecies communications, I think we can give each of the species a significant range of frequencies to use for their own interplanetary communications. We will also have to consider the addition of new species over time.

"That is all I have to say on this issue. I will now turn this meeting over to Dr. Mark Hatten, who is our expert on comms frequency allocations. Dr. Hatten," Ohi finished.

"Thank-you, Dr. Aruna," Dr. Hatten said. "As Dr. Aruna has stated, I am responsible for the sharing of the frequency spectrum for use on the various planets of the Union. While we have a limited number of frequencies to use, we can allocate those same frequencies on each of the planets as there was currently no means to interfere with the frequencies of other planets due to the great distances involved. The same should be true of your own planetary use of frequencies. The issue then becomes how to allocate frequencies for Interplanetary use.

"These are the frequencies that humans allocate for commercial use on all of our planets, please note that we could give the same allocation to the ICS but that would interfere with the operations of other species," that got a little buzz from the delegates who were viewing the spectrum use indicated.

"I would suggest that we leave the planets to deal with their own internal use and provide a single feed from each planet for items that will go to interplanetary commercial use. That feed can then be broken out at the other end to be included within the planets various commercial nets.

"That will leave the stations and working platforms. Those stations that are associated with a planet do not need to have their own frequency; they can work off of the planetary net they are associated with. If they are a company station, they can work off commercial frequencies allocated to the companies by the planet. That will reduce the number of frequencies required and allow the stations to keep in contact with their respective companies and home worlds. Like the government frequencies, the commercial frequencies tend to be encrypted for company security reasons. Thus, a single carrier wave, or frequency, can handle many different company transmissions due to the encryption.

"From there, we will need to allocate the given frequencies available to each of our planets commercial and governmental uses.

"Here is the human proposal for the allocation of these frequencies," he called up a chart that showed the frequency spread and their uses, with the higher bands allocated to the three species that used them exclusively.

He then turned the floor over to the moderator who was the Toolend Ambassador, Mayute, the most senior ambassador on the platform and a telepath, who would know when someone was trying to bullshit erht.

The debate was lively, and sometimes tense, but the Toolend telepathic ability, along with the presence of Junelliya and Vangeliya in the room, kept things civil and allowed for the symposium to move swiftly. By the end of the day, they had most of the spectrum allocated with the exception of certain commercial uses. That would run into the second day.

By the third day, a rough agreement had been hammered out which the delegates all sent it back to their home worlds, using the recently installed ICS on Liramor-23. It would take several days for their respective home worlds to respond, often returning proposals of their own, but by the end of the week the Greater Sentient Community had a working agreement on the use of the ICS.

The agreement was simple. There would only be two units broadcasting per planet, the commercial and government units. They would be given two frequencies to use as a carrier wave for all of their requirements, one for each unit. The individual governments would be responsible for how they use their carrier waves to transmit data to their people and between their planets.

There would be one carrier frequency that would be used by the Greater Sentient Community as a whole and only used between the planet that had the species governing body on it. The carrier wave would transmit information between governments and major commercial enterprises that would inevitably spring up between the species.

The Government and commercial units would be permitted to broadcast on this special carrier frequency but the control of that transmission would be allocated by the Asocan, the premier scientists of the Greater Community. Any who abused this frequency would be banned from using it for a time.

Because the Djinaëte didn't have a single governing body operating a designated home world, they would be required to designate a location to receive the interspecies frequency. No other planet would be permitted to use this particular frequency. However, the instant communications capability of the system meant that other planets could have commercial contact between species even if they had to go through the central government to do so.

The Union put their allocated frequencies to immediate use and started placing the new units on all planets and space stations. It would take many years to connect the network to all remote stations and ships but it would significantly improve the ability to communicate between worlds, especially with the internet. Now, it was possible to have internet conversations almost as if you were on the same planet with the person you were communicating with, lag time being less than a quarter of a second, unnoticeable by most.

Aruna Laboratories and their sponsor, Liramor Holdings, would become much, much, richer.

NS Ora Evanest, Liramor-23, Piscium System

The Ora Evanest jumped into the system in the Navy designated lane, late in the morning a month after the Communications symposium had finished.

"Central Control, this is the NS Ora Evanest, Lt. Ishanvi Mehrotra commanding. I have Adm. George Ramison and Adm. Rolland Heist with me. We are requesting docking instructions, over."

"Central Control, roger, you are authorized to use VIP Docking Bay Two space three, over."

"Evanest, roger, VIP two slot three. We will be there in twenty minutes, out."

The ship landed precisely on time and the gantry swung down to clamp onto the side for the VIPs to exit.

They met Fiona in the reception area.

"Good-day, Commodore, permission to come aboard, sir?" Adm. Ramison asked.

"Permission granted, gentlemen. Welcome aboard. This is an unexpected visit, is there a reason?" Fiona asked.

"Two, Fiona, the first is in reference to the ongoing issue of the ASTF. We have an answer from the President, the second is in reference to our friend Wassim Andjuran. If you could ask Fayad and his lovely wives to attend us in the conference room for a private conference, I would greatly appreciate that," Ramison advised.
