Are The Chosen really going so far out of their way for Nuru just on the hopes of recruiting him later? Even with them being short on members, and even with how *special* his actions have been, it seems unwise - especially since those actions show a very distinct unwillingness to join *any* faction at all.

I guess they expect he'll have to join somebody eventually, and are just banking on all of this favorable treatment being enough to make sure it's them he picks when he finally gives up?

The factions have been incentivized at a high level to get him to stop making waves and just pick a side already. It's not so much about him and more about political advantage.
