I lived in the area. Two points. #1... There's a five-minute long ferry ride across a very narrow inlet of Lake Champlain that cuts the time it takes to travel between Plattsburgh and Burlington in half. The ferry runs continuously in both directions, so there's no real wait. It's US$11 each way now, but was less back then. #2... you can fly non-stop between Minneapolis and Montreal (Dorval Airport then, now renamed after Pierre Trudeau) and it is all Interstate or autoroute between Plattsburgh and Montreal. It would make no sense to fly to and from Burlington unless you were going from an airport where Burlington has non-stop service... and most of those would have it to Montreal too.
