Theo is Laurel's flight instructor, as alluded to at the end of Chapter 1. They are acquainted but get to know each other over the course of the story.
Chapter length is a style choice. There is no right or wrong word count, because it's all about serving the story. Educate yourself before insisting that other people's work is incorrect just because it doesn't align with your specific tastes. This chapter from "Moby Dick" is just 52 words, but I guess you know better than Herman Melville.
