28C? What does that mean?

you obviously don't know crap about bra sizes. they don't even make 28C bras unless it is custom ordered. 36C is generally considered to be the average size for women. the 36 refers to the band size, or the circumference of the body directly beneath the breasts. Someone with a 28 inch band size would likely be about 10 years old, and most likely wouldn't even need a bra. So a person 5'7" definitely would not wear a 28 anything, especially if they once were "chubby". They would also look like a freak.

This whole thing reads like it was written by a thirteen-year-old. Just terrible.

28 is measured from the tip of the nipples to the back and around again, not the band. I thought 40C or 42C was what men preferred. you better measure the female in your life.
