when another person is talking, you start a new paragraph. other wise the same person is talking. the exception (the only one really) is when there's a bunch of people talking over each other. also "you need to use these "" to have speech." she said annoyed. i kept reading it like they were thinking as ' ' are usually used to indicate thoughts if the author doesnt use italics.
