I really liked your story. you should continue on with these same two people and maybe even add her girlfriend or two in his spying.

This is a fine story of voyeurism. The descriptions of her stimulating herself are vivid. So were the descriptions of his response outside her window.

It isn't clear if she is an exhibitionist or not; and that's okay. After all, her location is not easily accessible, so the odds of someone watching are small.

One minor complaint: the context of her comment that intrigued him was not clear and, therefore, diminished realism.
