Teasing is all fine and good as long as it's part of a whole. Meaning yeah, she is teasing him, but now we need to wait 24hrs or more to hear more. Doesn't work well. If you want to do a tease, then do it as a whole story that includes the part they finally fuck or whatever. This teasing sections don't work for there is no pay off and you really don't have the reader on the edge of their seat for you are teasing, not turning them on.
