You have a very bizarre (broken?) way of indicating either dialogue or private thoughts, perhaps both. Are we to guess is she is speaking aloud or not? Are ' and " keys broken? Really takes away from a story that could have been far more compelling.

Not OP, but my guess is OP is not from an English speaking country. In my country we speak Spanish and we mark dialogues exactly like this, with - instead of ‘ and “.
