I'm not sure DuFrain's oppressive order is preferable to Chaos, after all freedom and chaos are closely linked. But I guess it's less about Tsonia choosing what's best for society, and more about giving a demon the middle finger. Not sure I could have let DuFrain off that easy, myself, demon or no! At least castrate the guy and cut out his tongue! He can still maintain order with written commands!
