What this would do to the entire JAV industry? A whole genre of beautiful young women being molested by ugly, greasy salarymen with bad haircuts and no acting ability wiped out in the blink of an eye. Thousands of people out of work... It would cascade like the old Abbott and Costello skit of thousands out of work just because Lou didn't like mustard.

For what it's worth, in some areas they really have had to add female only buses and train cars because of this. They've also put out media campaigns to encourage women to take action when this happens like screaming out 'CHIKAN' and pointing out the pervert to shame them.
