Why call it CFNM if you're just going to cover their most private parts with a cage?
Sorry! it is a cliché in this category, that it is very embarrassing for a man (and the boss!) already simply to be without any pants.
I have not described the chastity device in detail, but it is not a true covering: the testicles hang bare behind the curved penis (and already the exposure of the testicles for many people is challenging nudity), but also the skin of the penis itself is almost all visible through the thin bars.
The example from "cartoons" is Tweety's cage. I know there are other much more "covering" devices, but the discrepancy, in this absurd and unreal tale, is in the different Dress Code that HR imposes on male workers.
Thank you for your patience! I know it is a long, repetitive, and boring text, but I hope I at least made you smile.

But it's still something covering his penis. Buttless chaps are still clothing even if they're exposing the butt cheeks so I wouldn't call it CFNM if the guy is wearing buttless chaps. And cock cages don't have anything to do with the CFNM fetish. Combining the two unrelated things when they're diametrically opposed to each other is just... strange. It's like mixing black and white into a grey. You end up with something that doesn't have the strengths of either.
