Buttless chaps are still clothing even if they're exposing the butt cheeks so I wouldn't call it CFNM if the guy is wearing buttless chaps. And cock cages don't have anything to do with the CFNM fetish. Combining the two unrelated things when they're diametrically opposed to each other is just... strange. It's like mixing black and white into a grey. You end up with something that doesn't have the strengths of either.

The example from "cartoons" is Tweety's cage. I know there are other much more "covering" devices, but the discrepancy, in this absurd and unreal tale, is in the different Dress Code that HR imposes on male workers.
