This was a fun story. I do like the idea of having different categories of slaves with different levels of protection. Category 3 is a little too extreme for my taste, but I like it because it increases dramatic tension in the story - no matter how bad things are, it can always get worse. On the other hand, starting someone out at Category 3 for life is probably a mistake, since the slave has zero motivation to continue. Everyone needs hope, especially if they're suffering through harsh conditions. During WW2, it was common for concentration camp prisoners to simply die for no discernable reason. The reason was that they had given up hope.

A great short story, I enjoy reading about this alternative world where the justice system works without the use of highly expensive prisons. Using criminals in work where their previous position would be a positive asset.
