HSA stands for Human Sexual Anomaly. The agent reports at the end of the stories are made by the clandestine members of the HSA Division. The number is each incident's entry into the Division's records.

That explanation is on my website and in blurbs elsewhere, but it didn't occur to me that it rarely appears in the shorts themselves. I'll start putting it in as a header on future entries for literotica. Thanks for point it out.
