Whackdoodle bro, this is just wish-fulfilling story, and even without the god of love existing there are already lots of types of love in the world. And making someone loves you is the most common way to build love, though not by "commanding". Actually I don't know why you used the word "commanding" because it hasn't happened yet in the story. Tracy has loved MC since before getting shot, so Cupid's arrow most likely just amplified the love that's already been there. And based on the explanation, lust is the one which is more aggressive and rude in its approach.
