Better than most. The law of unintended consequences and the fact that you can’t dictate morality. That’s the consequence of having free will.

The fact “The Ruler” is recognizing the limitations also proves why bureaucrats keep making more and more strict laws: peopke will find loopholes.

I love how clueless and hypocritical the ruler is. Very interesting premise.
