Where is the link to submit a story for the Halloween Contest?

The instructions for the Halloween contest says: "• Author must copy and paste the phrase "HALLOWEEN 2020" to the "Notes to Admin" field of the submission." But, I do not see any link to click on to submit a story on the rules page. Where is it?

How to submit?

You have to be a member and you submit on your own member page. Go to Stories and Pics, then look under Resources for info on how to submit. Good luck.

Do we use quotes around HALLOWEEN 2020?

Is it: "HALLOWEEN 2020" or HALLOWEEN 2020?
